- This call for tenders concerns the provision of consultancy services to the UPU for the conduct of a study tentatively entitled "Study on regulatory frameworks most conducive to postal financial and digital diversifica-tion" (hereinafter referred to as the "study"). The aims of the study are three-fold: enhance understanding of regulatory provisions that enable designated operators to develop efficient payment and financial products and services, including digital financial services; identify designated operators in developing and least developed countries that have successfully intro-duced advanced financial and digital financial services; demonstrate to governments and stakeholders how appropriate financial and digital regulatory frame-works enable the development of efficient and diversified financial services through the postal network.
