The model should account for both capital and recurrent costs, include scenario analyses (e.g. inflation, enrolment changes), and incorporate sustainable financing strategies aligned with national fiscal realities.- Operational Planning: Prepare a detailed operational plan that outlines actionable interventions over the short, medium, and long term, with clear indicators to measure progress.
