• Tenders are invited for 1. Rationale Afghanistan has one of the highest rates of out-of-school children in the world, with an estimated 7.8 million children out of school as of 2023 . In rural areas, the physical distance to schools remains a major barrier, as many children must walk long distances, often through unsafe or insecure areas, to reach the nearest school. The lack of proper infrastructure, absence of safe transportation and lack of standardized teaching and learning materials exacerbate these challenges. This Terms of Reference (ToR) outlines a request for consultancy services (open to qualified consultancy firms) to design and develop student worksheet packet for Grades 4-12 aligned with the Afghanistan national curriculum textbooks. The assignment will be implemented under the Global Partnership for Education - System Transformation Grant (GPE STG) project, implemented by the Aga Khan Foundation (AKF) in partnership with Local and National NGOs (LNGOs) across eight provinces of Afghanistan. The worksheets will serve as supplementary learning materials to strengthen teaching and learning outcomes, support teachers, and enhance student engagement in low-resource and crisis-affected contexts.
