- The Facility for Investment ClimateAdvisory Services (FIAS) review of FY22-FY26 strategy will assesses theprogram-s progress towards strategic objectives based on activities up to June30, 2025. This review aims to enhance the relevance, performance, efficiency,and impact of the FIAS program and draw important lessons that will inform futureprogram and strategy development. The assessment will use OECD programevaluation criteria to ensure a comprehensive and systematic review.Specificobjectives of the review:· Review progress ofprogram and determine if the FIAS program is on track to meet the scorecardindicators by completion and final reporting of the FIAS FY22-26 Strategycycle. · Recommend actions toboost implementation of the FIAS program over this last year of implementationand potential new areas of interventions for the next Phase of FIAS· Evaluate efficiency ofprogram management. · Help derive lessons fromprojects implemented during the COVID pandemic.· Evaluating FIAS supportedknowledge management efforts and their effectiveness.· Identify impact storiesfor at least three case studies.The audience for review findings includes IFC Management as wellas current and prospective FIAS partners.Interested firmsneed to propose a team that must comprise of (but not limited to) experts ininvestment climate, private sector development, and evaluation methodologies.The review team will work closely with the FIAS program team and local partnersof the firm to ensure a comprehensive and accurate assessment of the FIASprogram (https://www.thefias.info/)
